HALC Membership benefits:
1. Indemnified, specialist information and advice for Parish Councils
HALC/NALC is the only specialist source of insurance backed information & advice for your Parish Council.
Without HALC, obtaining robust insurance-backed advice for the benefit of your council can be difficult & costly.
2. Legal opinions – unlimited throughout the year
NALC’s solicitors are experts on parish council law.
Without HALC, effective & specialist legal advice is hard to come by and one legal fee obtained from a non specialist local solicitor could cost more than your annual subscription to HALC!
3. Training/Informal briefings
HALC’s extensive ‘Wise Owl’ training schedule for councillors and clerks (including the Clerk’s CiLCA qualification) is only available to member parish councils.
Without HALC, your PC will miss out on timely and cost effective sessions on all aspects of parish/town council work, particularly new legislation.
4. 24 hour information source via member section of website
HALC’s website provides your parish councillors with their only timely and single source of wide ranging information on parish council matters.
5. Friendly, informal telephone advice for clerks & councillors
HALC’s office hours are 9.00 am – 5.00 pm each day but the Chief Executive is available by mobile on weekdays and weekends, outside office hours.
Without HALC it would take much longer than a quick telephone call to answer that burning question and put your mind at rest.
6. Information Corner
Regular updates on parish council matters arriving in your mail box.
Without HALC, councillors would be less well informed and golden opportunities could be missed. You don’t know what you don’t know!
7. Qualified Clerk cover – either in an emergency or pre-booked
If your Clerk is ill or away on a lengthy holiday, you can book Qualified Clerk Cover, even at very short notice.
Without HALC Clerk cover, your PC could easily act unlawfully.
8. Independent support for Neighbourhood Development & Parish Plans
HALC has a wealth of experience in supporting parish councils to undertake parish & neighbourhood plans and is hosting Neighbourhood Development Plan information days with planning consultants during the year.
Without HALC your PC is on its own!
